European people as members of a community who will no longer be affect by internal boundaries are called upon to communicate & cooperate among themselves. The prospect of the 21 st century, the ability of the European Community to introduce innovations, its competitiveness and its capabilities to create riches and prosperity for all its citizens, depends mainly on the investment in human strength and dynamic. This type of investment is in principle a question of Education and Training.

The European Union aspires to offer its contribution towards the development of education and training by encouraging the cooperation among member states and, if necessary, by supporting and enhancing their activities.

These matters will be attained having always due regard to the autonomy of existing educational and training facilities and European multiform cultural institutions. Education and training facilities form a strategic importance within the crossroad of community economies, research and civil policies.

As a member of the European Union, Cyprus has to participate in achieving this goal through continuous knowledge and development and the up-grading of the status of the Cypriot citizens.

Knowledge is the key for success. Particularly now that all companies and organizations are operating in a dynamic competitive environment characterized by rapid change in the political field (e.g. enhanced legislation and government regulations, etc), social field (e.g. the increasing demand for high service and flexible working conditions, etc) the economic field (e.g. increasing market competition, etc) and technological field (e.g. sophistication of technology and its availability), continued learning and development appears to be essential.

The continuous development is connected with continuous improvement thus renders possible the integration of learning with work in a way which is meaningful and relevant to the individual. Within continuous development, learning is regarded attitude of mind, one in which learning becomes a habit, “thinking positively about problems and viewing them as opportunities for learning” (Wood, 1988)

"When planning for a year, plant corn
When planning for a decade, plant trees
When planning for life, train and educate people"
